o Operating grants, capital grants and contributions include Federal and State grants and other <br />governments and private contributions, including impact fees. Capital grant revenues <br />increased by $2.2 million from the prior year largely due to the grants receivable received for <br />traffic management, San Leandro street rehabilitation and Slough Bridge projects. <br />o Property taxes include the general, voter -approved, and the redevelopment property taxes. <br />The 2% ($570,000) decrease in property tax revenue is generally due to a countywide <br />reduction in assessed values. <br />o Real Property Transfer Tax is levied at $6 per $1,000 of the sale price when real property is <br />sold. These revenues declined by 20% ($573,000) from the prior year — a significant <br />indicator of the health of the real estate market. <br />o Sales tax is an excise tax imposed on the sale of physical inventory. The City currently <br />receives 1% out of the 9.75% sales tax collected by the State in Alameda County. For the <br />2009-10 fiscal year, sales tax revenue declined a total of 8% from prior fiscal year due to <br />various economic factors. <br />o The City imposes a 6% Users Utility Users Tax (UUT) on services that provide gas, electric <br />and cable and a 5.7%. on telephone services. The UUT decreased by 3% ($320,000) due to <br />decline in natural gas rates and an overall decrease in natural gas and electric usage. <br />Expenditures <br />Overall, expenses decreased by 5.7% ($6.9 million) from the prior year. This large reduction is <br />due to a number . of factors including, citywide budget reductions and a reduction in <br />Redevelopment Agency projects expenses. <br />o General government expenses include City Council, City Clerk, City Manager, City <br />Attorney, Human Resources, Finance, and Information Technology departments. General <br />government expenses decreased by 27.6% ($4.6 million) from the prior year largely due to <br />staffing reductions. <br />o Public Safety expenses cover Police and Fire services. <br />o Community Development expenses include planning, building, housing neighborhood <br />improvements, code enforcement, economic development, and the Redevelopment Agency. <br />o Engineering and transportation expenses include professional engineering services for traffic <br />and transportation planning and design, administration and implementation of City's capital <br />improvement program and technical support for various public improvements. Engineering <br />and transportation expenses increased by $3.1 million compared to prior year due to the <br />capital improvement projects for street rehabilitation and the completion of the Slough <br />Bridge. Public works include services for streets, streetlights, traffic signals operations and <br />maintenance, and maintenance of City parks. <br />o Recreation and culture expenses cover the operations and maintenance of community centers, <br />pools as well as providing essential connection to people and their needs in the community <br />and meeting the educational, cultural and informational needs of citizens of the City. Cost <br />attributed to this function decreased by 13.2% ($1.5 million) from the prior year due to <br />staffing and program reductions. <br />10 <br />
