If you fail to file a protest within this 90-day period, complying with the requirements of Government Code Section 66020, you will be legally barred from later challenging any such fees, dedications, reservations or other exactions. B. Design review fees, permit fees, inspection fees, and any other fees charged by the City or other reviewing agencies for the review, approval, permitting and inspection of the public improvements shall be paid by the Applicant. C. Prior to the issuance of Building Permits, the property owner shall pay the Park Facilities Development Impact Fee (As of 7/l/04 $3,820 for one Residential Unit), Development Fee for Street Improvements (DFSI) (As of 7/l/04, $939 for one Residential Unit), Sewer Connection fee and other fees as required by City Ordinances and regulations. D. Site Improvement Plans for all on -site and off -site improvements shall be prepared by a Registered Civil Engineer and approved by the City Engineer prior to the issuance of Building Permits for the project. All improvements shall be designed and constructed in accordance with the City's Design Standards, Specifications and Standard Plans, unless otherwise specifically approved by the City Engineer. E. Applicant shall remove any broken and uplifted sidewalk, curb and gutter along the full project frontage and shall construct new City standard sidewalk, curb and gutter in the same location and alignment as the existing curb and gutter. F. The three additional parking spaces proposed along the northeast portion of the lot shall be maintained as compact parking spaces and the aisle width shall be a minimum of 20 feet. All other parking spaces shall be maintained as standard spaces. G. Prior to the issuance of building permits for the project, the Applicant shall obtain an Encroachment Permit from the Engineering and Transportation Department for any work within the public right-of-way. H. If the design of any site improvements requires encroachments onto neighboring properties during construction, written agreements with that property owner shall be submitted to the City Engineer, for review and approval, prior to issuance of the building permits. I. The Applicant shall comply with the provisions of the City's Grading Ordinance and the Urban Runoff Clean Water Program. The City requires a grading permit any time more than fifty (50) cubic yards of material is moved. The Ordinance requires that an erosion control and sediment plan be prepared, submitted and approved by the City prior to issuance of a Grading Permit. J.
