anticipated to decrease by only 16%, staff does not believe that a quantifiable increase in vehicle <br />trips would result. <br />Eden Road <br />The traffic study indicates that four percent of the proj ect's . traffic would use a connection to <br />Eden Road, should one be built in the future. Therefore, the developer is conditioned to pay his <br />fair share contribution for the estimated costs for acquisition of the right-of-way and the design <br />and construction of Eden Road. The pro-rata share of costs for each lot in the subdivision will be <br />assessed at such time as the City has established the funding for the balance of the Eden Road <br />project through either an assessment district or other such public improvement financing vehicle. <br />Each of the eight lots will contain an affirmative covenant agreeing to participation in an <br />assessment district or other funding vehicle, if established. <br />Additional Recommendations <br />To address concerns expressed by local residential neighborhoods regarding air quality and <br />traffic impacts resulting from development of the proposed project, the applicant has agreed to <br />the following additional recommendations: <br />• Prior to issuance of building permits for each new building or future changes in business <br />licenses, the applicant shall submit a detailed proposal, to be reviewed and approved by <br />the Community Development Director, for incorporation of 'clean air' practices <br />recommended by the Bay Area Air Quality Management District. Recommendations may <br />include, but are not limited to, the use of alternative -fueled vehicles (CNG, electric. etc.) <br />for fleet trucks/cars; incorporation of `clean air' equipment that may be associated with <br />the future business (for roof -mounted and ground -mounted equipment); incorporation of <br />showers/locker room facilities for employees that bike to work or who exercise during <br />lunch; incorporation of lunch -room facilities; inclusion of designated carpool parking <br />spaces; programs and/or incentives for employees to carpool or take mass transit; posting <br />of bus/LINKS schedules in a prominent place. <br />• Prior to issuance of building permits for each new building or future changes in business <br />licenses, the applicant shall submit a program for review and approval by the Community <br />Development Director, that encourages or requires future tenants to minimize the use of <br />Davis Street (east of Doolittle) during the weekday AM and PM peak hours. <br />• For monitoring purposes, the Community Development Director shall have the full <br />discretion to require the property owner(s) or tenant(s) to submit periodic reports or data <br />to verify compliance with the above conditions, with the expense to be borne solely by <br />the property owner. <br />Although not required as a traffic mitigation measure, the developer has agreed to these three <br />additional conditions to respond to public concerns expressed at the City Council hearing on <br />September 3, 2002. <br />PLN2002-00031— Bayside Business Park October 1, 2002 <br />Work Session #2 Page 5 of 7 <br />
