Neighborhood Outreach Summary <br />Attachment D <br />September 22, 2002 <br />Improvement/Beautif cation: Neighbors stated their desire for more trees, Staff said that <br />they have had programs to re -forest the Davis West area in the past to encourage the planting of <br />trees but they have faced resistance from the neighbors. They were willing to plant as many as <br />500 trees but only got approximately 70 planted because the neighbors were unwilling to have <br />them planted in front of their homes. <br />Neighbors want improvements south of the airport. Staff informed them that the City <br />Council was interested in improving the southern approach to the airport. <br />The FedEx Component <br />Problems in the Past: FedEx has a "terrible track record'' with the citizens of San <br />Leandro, particularly in the West area because of airport noise problems. <br />It was explained that FedEx Ground is an entirely separate operation. FedEx Ground <br />does not own or use aircraft in its operation. In fact it competes with the air operationwith a <br />lower cost shipping alternative. It is projected to have "a dozen and a half or so" trucks that will <br />deliver bulk loads of small packages to and from the facility where they will be sorted into vans <br />using a conveyor system. The vans will then take the packages on their business routes, not into <br />residential areas. <br />It is not clear at this time whether or not FedEx Ground will operate 7 days a week, Russ <br />agreed to have an answer to that question prior to the Planning Commission Work Session. <br />Possible Expansion offedEx Ground Beyond What is Currently Proposed: Neighbors <br />expressed their concern that once their operations are up and running at the proposed park, <br />FedEx Ground could possibly expand their operations. <br />Russ said it was not possible for the following reasons: <br />1: Their project is designed to sell individual buildings to the owner/user, they are not <br />looking to lease out the space. <br />2. The P.D. overlay on I.G. zoning gives the City a say in what other business go into, or <br />expand in the park. They have the ability to put prohibitions on the rest of the buildings <br />and could easily prohibit any other small package sorting from going on in there. If that <br />were the case, any more proposed small package sorting would require a change of the <br />P.D. and therefore would be subj ect to planning commission and council approval. <br />Staff explained that if FedEx Ground wanted to expand, or there were any other proposed use <br />that exceeds the existing P.D., they will be required to submit a traffic report and, if necessary, <br />may require further mitigation.
