Neighborhood Outreach Summary <br />Attachment D <br />September 22, 2002 <br />The construction project at Westgate will eventually alleviate a substantial amount of the <br />truck traffic on Davis because they will be able to take Marina to Williams. <br />Traffic signal retiming has not been done since Westgate mall was developed. Staff <br />reported that CalTrans, although not historically very cooperative, has recently pledged their <br />support to the re -timing of the traffic signals between the freeway and the Davis/Doolittle <br />intersection. This is expected to reduce current traffic delays by an estimated 16%. Cal -Trans <br />will also help to expedite the design approval process for the proposed Davis/Doolittle <br />intersection improvements, which when complete, is expected to reduce delays by 45% from the <br />current condition. <br />Pollution: Neighbors are concerned about the emissions produced by cars and tracks <br />traveling.to and from the project. <br />It was pointed out that pollution comes from idling vehicles and improved flow would <br />thereby reduce the amount of emissions. <br />Clean Air Vehicles were discussed. Russ is willing to do everything he as a developer can to <br />encourage the use of C.A.V's for businesses within the project. FedEx is said to have been <br />working on programs to encourage their independent drivers to adopt C.A.V's for their own <br />vans. <br />Mandates pertaining to air quality, vehicle emissions, etc., are currently under the jurisdiction <br />of the State Air Quality Board and not within the jurisdiction of the developer or the City to <br />mandate. <br />There has been considerable press attention to the dangers of diesel emission. Neighbors <br />would like the project to have C,C&R's that state that any vehicles used at the project be <br />environmentally friendly. Some companies, such as U.P.S., are already adopting <br />environmentally friendly practices. <br />Although the C,C&R's cannot mandate the type of vehicles used to serve the project the <br />Developer agreed to encourage the use of clean air vehicles. They are willing to join forces with <br />the neighbors in their efforts to encourage clean air vehicles. <br />Neighbors want the City to pay closer attention to health issues.
