Planning Commission <br />FROM: Hanson Hom, Community Development Director <br />BY: Debbie Pollart, Planner III <br />SUBJECT: PLN2002-00031; Tentative Map, Rezone (from IG Industrial General to IG-PD <br />Industrial General, Planned Development Overlay District), Planned <br />Development, Zoning Map Amendment, Master Sign Program, and an Initial <br />Study/Mitigated Negative Declaration for a proposed new industrial business park <br />(former Hohener property); 2500 Davis Street; APN 79A-515-2-8; McMahon <br />Development Group LLC (property owner and applicant). <br />SUMMARY & RECOMMENDATION <br />The Applicant proposes to redevelop the former Hohener meatpacking site with a new industrial <br />business park to be entitled the Bayside Business Center. The project site comprises <br />approximately 21+ acres and is proposed to be subdivided into nine (9) parcels, ranging in size <br />from 0.98 acres to 6.58 acres. Parcels A-G will be developed with speculative industrial <br />buildings, ranging in size from 15,600 square feet to 58,700 square feet, for a total of <br />approximately 311,100 square feet of development for the site. A new FedEx Ground parcel <br />processing facility is proposed for Parcel H, the largest of the parcels. Parcel I would be <br />comprised of the private ingress/egress road that would serve the business park, and an existing <br />wetlands mitigation area, located west of the proposed FedEx Ground Facility. The subject <br />property is in the West San Leandro/MacArthur Boulevard Redevelopment Area. Discretionary <br />review required for this application includes a Tentative Subdivision Map; Rezone from IG to <br />IG-PD Overlay District; Planned Development; and a Master Sign Program. Preliminary plans <br />have been prepared for the Planning Commission to review. <br />At its meeting of September 3, 2002, the City Council remanded this application back to the <br />Planning Commission for additional analysis and consideration. The Council also specifically <br />requested that the applicant hold meetings with neighborhood representatives, to hear their <br />concerns regarding the proposed project. On October 1, 2002, a special Planning Commission <br />work session was held to review several aspects of the project including: clarification of <br />proposed permitted/conditionally permitted/administratively approved uses that would be <br />allowed under the Planned Development; amendments to the traffic conditions to address the <br />concern of the Planning Commission, City Council and residents regarding the timing . and <br />
