funding of improvements; other additions or revisions to conditions subsequent to the July 30, <br />2002 Planning Commission meeting dealing with issues such as air quality; minor modifications <br />proposed to the Tentative Subdivision Map that would retain an additional small wetland area <br />on -site; aspects of the proposed eco-industrial park components proposed for the project <br />development; and finally, to report back on the meeting with neighborhood representatives held <br />in late. September. <br />With review of the additional information and conditions of approval that have been proposed by <br />both staff and the applicant, staff recommends that the Planning Commission forward the items <br />listed below to the City Council with a recommendation for approval: <br />A. Adopt a Mitigated Negative Declaration and associated Mitigation Monitoring <br />Program that provides mitigation measures required for the project to avoid <br />significant effects on the environment. <br />B. Rezone the property from IG Industrial General District to IG-PD, Industrial <br />General Planned Development Overlay District. <br />C. Approve a Planned Development to develop a new industrial business park, <br />subject to recommended findings and conditions of approval. <br />D. Approve Tentative Tract Map 7382 to create nine (9) total lots (8 lots for <br />development with a single industrial building each and 1 lot comprised of the <br />private access road and wetlands mitigation area), subject to recommended <br />findings and conditions of approval. <br />E. Recommend to the City Council that staff create a Traffic Impact Fee Area, which <br />is to be established for funding of certain roadway improvements.
