ENVIRONMENTAL ANALYSIS <br />Please refer to the discussion included in the July 30, 2002 Planning Commission staff report <br />(attached). No changes in the project have occurred since the Draft Mitigated Negative <br />Declaration was circulated that would result in -new or increased significant impacts or would <br />require additional mitigation measures. In fact, additional and modified conditions of approval <br />and project revisions will further reduce the potential environmental impacts of the development. <br />PUBLIC OUTREACH <br />A neighborhood meeting was held on September 19, 2002, to discuss and respond to residents' <br />concerns regarding the potential impacts of the proposed developments. Notes from this meeting <br />were attached to the October 1 work session staff report and John Manuel from the Marina <br />Action Committee also distributed a copy of meeting notes that he prepared. <br />This Planning Commission meeting received normal noticing (legal ad, posting of property, and <br />property owner notification within a 300-foot radius), plus the expanded notification requested to <br />include all properties fronting along Davis Street, between I-880 ramps and the Davis/Doolittle <br />intersection..In addition, representatives for the Davis West HOA, Marina Faire HOA, Mulford <br />Gardens HOA, and the Marina Action Committee were notified and sent a copy of this staff <br />report and the proposed Revised Conditions of Approval for the project. <br />RECOMMENDATION <br />Staff recommends that the Planning Commission forward PLN2002-00031 to the City Council with <br />a recommendation for approval with the Findings of Fact and subject to the attached Revised <br />Conditions of Approval. In addition, staff recommends that the Planning Commission forward the <br />associated Tentative Map and Mitigated Negative Declaration to the City Council with a <br />recommendation for approval and adoption, respectively. Lastly, staff recommends that the <br />Planning Commission forward a recommendation to the City Council that staff create a Traffic <br />Impact Fee Area, which is to be established for funding of certain roadway improvements.
