For the recent Planning Commission work session, staff presented a detailed list of proposed <br />uses that would be outright permitted, conditionally permitted, and administratively approved <br />under the Planned Development. The revised list, which incorporates changes requested at the <br />work session, is included as an attachment to this report. <br />Traffic/Air Ouality <br />As discussed at the October 1 Planning Commission work session, significant progress has been <br />made towards addressing the concerns of the Planning Commission, City Council and residents <br />regarding the adequacy of off -site traffic mitigation measures and associated impacts relating to <br />air quality. The primary concern of the Planning Commission was the uncertainty regarding the <br />timing and funding for traffic improvements. The developer has since committed to fronting the <br />additional funds required for the Davis/Doolittle intersection improvements, and has agreed to <br />implement and fund a signal phasing plan.for the Davis Street corridor from Davis Street to I- <br />880. Progress on both projects will be linked to issuance of the first certificate of occupancy for <br />the development. City staff will also be recommending to the City Council the formation of a <br />traffic impact area fee or similar financing mechanism to fund the future Eden Road project. <br />The developer has also agreed to additional conditions that promote the use of clean air vehicles, <br />equipment and practices by business park tenants and encourages the use of alternate routes to <br />Davis Street during the peak morning and afternoon hours.
