This fence needs to be inspected <br />and approved in the field by the City's Engineering Inspector prior to November 8, 1996 <br />A silt fence has been installed along the westerly property line. This item will also be <br />considered satisfied for the southerly and easterly property lines because these fences are <br />made of sheet metal panels that water does not pass through. Along the northerly <br />property line, the entrance gate precludes the use of silt fence at the property line. <br />However, the greatest amount of runoff from the site is coming from under the entrance <br />gate. Therefore, you must install, prior to the next forecast rain, or January 17, 1997, <br />whichever is earlier, erosion control measures, such as a straw bale dike or silt fence, <br />along the bottom of the stockpile. These measures must filter all of the water leaving the <br />site under the entrance gate. <br />3) From the topographic survey map you submitted on October 18, 1996, it is apparent that <br />the ditch and reinforced concrete pipe culverts along the northerly side of Eden Road do <br />not drain properly. Clean and regrade the ditch to provide positive drainage of the ditch <br />from the westerly gate across Eden Road to the existing catchbasin at the westerly end of <br />the road. Also, reset the two culverts that you installed to provide positive drainage of <br />the ditch and culverts. <br />The City Survey Crew has confirmed that the 2 culverts have been lowered and the ditch <br />cleaned and regraded to provide better flow. However, the westerly culvert was set with <br />a reverse slope of about 1 %. While your. comment that the pipe was laid in this way to <br />protect the Bay from pollutants is appreciated, the standing water in the ditch is <br />unacceptable. Please reset the westerly culvert at a slope to drain the ditch prior to <br />January 24, 1997. <br />4) Upon completion of the above listed items, submit a new topographic survey map of the <br />site and of Eden Road which shows the completed condition of each item. Upon receipt <br />of the new map, Ciry staff will verify that each item has been satisfied and will release all <br />but S2,500.00 of the balance of the deposit required in Item 1). The S2,300.00 retention <br />will be held cis a warranty deposit to ensure continued compliance with the provisions of <br />this letter and the Conditional Use Permit 93-14. <br />As mentioned above, we will agree to reduce the initial deposit to $2,500. Likewise, we <br />will reduce the retention amount to $2,000 to hold as a warranty deposit upon completion <br />of the work. <br />In addition to the above items, you agreed with Ken Vogeney to do the following work before <br />the next forecast rains, or January 17, 1997, whichever is earlier: <br />1) Excavate and remove mud from Eden Road from in front of your gate to the gate into the <br />City's Water Pollution Control Plant. Backfill 1-1/2 inch to 2 inch drain rock and <br />compact to create a firm driving surface and to reduce the erosion occurring on the road. <br />
