Some of the Commissioners were not comfortable <br />with recommending approval of a project that would likely be partially built and occupied at least <br />two years prior to the completion of certain proposed roadways improvements. <br />At the September 3, 2002 City Council meeting, after taking public testimony, the Council <br />remanded the item back to the Planning Commission for further consideration. This was warranted <br />due to the fact that additional information (including clarification on proposed transportation <br />mitigation measures, and proposed uses under the Planned Development) had been obtained <br />subsequent to the July 30, 2002 special Planning Commission meeting. At this meeting the Council <br />also directed the applicant to meet with neighborhood representatives to hear and discuss their <br />concerns about the proposed project. <br />A meeting with neighborhood representatives was held in late September (notes from meeting <br />included with the October 1, 2002 Planning Commission work session staff report), and a work <br />
