2500 Davis Street 2 November 4, 2002 <br />PLN2002-00031 <br />session was held with the Planning Commission on October 1, 2002 (see attached staff report). At <br />its regularly scheduled meeting of October 10, 2002, the Planning Commission held a public <br />hearing on the proposal, with a motion made to forward the application to the City Council with a <br />recommendation to approve (5 ayes; 1 nay; 1 absent). <br />Recommendation: Staff recommends that the City Council take the following actions for <br />approval of the proposed project: <br />A. Adopt a Mitigated Negative Declaration and associated Mitigation Monitoring <br />Program that provides mitigation measures required for the project to avoid <br />significant effects on the environment. <br />B. Rezone the property from IG Industrial General District to IG-PD, Industrial <br />General Planned Development Overlay District. <br />C. Approve a Planned Development to develop a new industrial business park, <br />subject to recommended findings and conditions of approval. <br />D. Approve Tentative Tract Map 7382 to create nine (9) total lots (8 lots for <br />development with a single industrial building each and 1 lot comprised of the <br />private access road and wetlands mitigation area), subject to recommended <br />findings and conditions of approval. <br />E. Direct staff to create and return to City Council for review and approval of a <br />Traffic Impact Fee Area, which is to be established for funding of certain roadway <br />improvements. <br />BACKGROUND <br />• The former Hohener meatpacking business ceased operation in 1991. The project site had <br />been used for approximately sixty (60) years as a slaughterhouse, including the raising of <br />cattle on -site and feed grain production. The project site has remained undeveloped during <br />the interim, although certain uses (including storage of tires associated with the recycling <br />activities occurring at the adjacent transfer station) have been allowed on -site. <br />• The project site encompasses a wetlands mitigation area, which is in its final year of <br />monitoring by the Army Corps of Engineers. The wetlands mitigation area was required due <br />to illegal dumping and fill of a wetland area on -site, which occurred in the mid-1990s. The <br />retention of the wetlands area has been incorporated into the projects, with the proposal being <br />designed to minimize impacts to the wetlands. <br />• Subsequent to the September 3, 2002 City Council meeting, the applicant did arrange to meet <br />with several neighborhood representatives, to hear their concerns about the project. The <br />meeting was run by an outside consultant who acted as moderator. In addition to <br />neighborhood representatives and the applicant, Planning and Engineering staff were in <br />
