A summary of the comments from that meeting are included in the October 1, <br />2002 Planning Commission Work Session staff report packet. <br />• A second work session for the proposed project was held by the Planning Commission on <br />October 1, 2002. A brief overview of the project was presented by staff, with an additional <br />presentation made by the applicant, in particular describing the recent neighborhood meeting <br />that had taken place. Public testimony was taken, with comments from residents focused on <br />potential project impacts related to air quality, diesel truck traffic, and other health -related <br />issues. Several neighborhood speakers also indicated that in the future, they should be <br />included in the development review process at the beginning, rather than at the end. At the <br />work session, the Commissioners refined the proposed list of permitted/conditionally <br />permitted and administrative approvals that would be allowed with the Planned <br />Development. <br />• At its regularly scheduled October 10, 2002 meeting, the Planning Commission help a public <br />hearing on the proposed project, and after taking public testimony, the Planning Commission <br />approved a motion (5 ayes; 1 nay; 1 absent) to forward this item to the City Council with a <br />recommendation for approval. <br />Current City Council Policy <br />Not applicable <br />Previous City Council Action <br />A public hearing for this project was held by the City Council on September 3, 2002. At <br />the close of the public hearing and after discussion amongst Council, a motion was made <br />and approved to remand the item back to the Planning Commission for additional <br />consideration, with specific direction to the applicant to meet with neighborhood <br />representatives. <br />City Council Committee Review and Action <br />The City Council Business Development Subcommittee received a briefing on the <br />proposed project on July 11, 2002. The focus of discussion was on the potential traffic <br />impacts from the development. <br />Applicable General Plan Policies <br />The underlying IG Zoning District allows for a variety of general industrial, <br />manufacturing, and office uses. The project site is located within the West San <br />Leandro/MacArthur Boulevard Redevelopment Area, which defers to the City's General <br />Plan and Zoning Code on land use and development regulations. Although the <br />Redevelopment Plan does not stipulate specific uses for this property, it does indicate <br />that, "projects shall give consideration to good design, open space, and other amenities to <br />enhance the aesthetic and architectural quality of the Project Area" (p. 29). <br />
