City of San Leandro <br />Community Development Department <br />Planning and Housing Services Division <br />FINDINGS OF FACT FOR APPROVAL OF <br />PLN2002-00031 - <br />Rezone, Planned Development and Tentative Map Tract 7382 <br />(21+ acre former Hohener Property; <br />Assessor's Parcel Numbers 79A-515-2-8) <br />McMahon Development Group LLC (Applicant and Property Owner) <br />Rezone <br />The proposed rezone must be in general agreement with the adopted General Plan of <br />the City. <br />The General Plan designates the subject property as a GI General Industry (2001General <br />Plan Map). The General Plan indicates that these areas are characterized by a wide range of <br />manufacturing, transportation, warehousing, vehicle storage, and distribution uses. The <br />proposal to rezone from IG to IG (PD) will allow this underutilized industrial site to be <br />redeveloped with a high quality business industrial park that is compatible with the adjacent <br />industrial and public uses. The project would be in conformance with the GI designation and <br />the following General Plan policies/actions: Policy 2.11; Policy 7.03; Actions 7.09-13 and - <br />C; Action 13.03-13; Action 13.04-C; Policy 14.04; and Policy 26.01.The rezoning of the <br />project site from IG District to IG (PD) District will subject any proposal on the property to <br />the City's discretionary review process, which will ensure that the future tenants for the <br />speculative buildings will be compatible with the existing area. <br />2. The uses permitted by the proposed zoning district must be compatible with existing <br />and proposed uses in the general neighborhood. <br />In approving the IG (PD) District for this site, staff has recommended deleting certain of the <br />permitted and conditionally permitted uses in the underlying IG Zoning District in order to <br />provide a high quality industrial business park setting and to reduce potential traffic impacts. <br />Therefore, although this development will be more restrictive, the uses will be compatible <br />with other nearby IG-zoned properties. The project is in general conformance with the <br />underlying IG Zoning District development standards. The IG (PD) designation will allow <br />the Planning Commission and City Council to review any subsequent changes to the <br />property through a Planned Development (PD) application process. <br />
