Therefore, a <br />significant increase in air emission or deterioration of ambient air quality attributed to the project is not anticipated. It should be <br />noted that the latest information provided by the Bay Area Air Quality Management District (BAAQMD) indicates that the Bay <br />Area is a designated non -attainment area for ozone and particulate matter (PMto). Typically, the BAAQMD does not require site - <br />specific air quality analyses for projects that do not meet a minimum size threshold (typically in excess of 300 units), which this <br />project would not meet. Best Management Practices (BMPs) are required as standard conditions of approval regarding the use of <br />equipment during the grading phase. With implementation of these standard conditions, potential air quality impacts related to the <br />construction phase are anticipated to be less than significant. Given the size of the site and the uses permitted under the proposed <br />rezone, no impacts are anticipated related to sensitive receptors and pollutant concentrations or odors. <br />6. BIOLOGICAL RESOURCES. Would theproject: <br />a. Have a substantial adverse effect, either <br />X <br />2, 7 <br />directly or through habitat modifications, on <br />any species identified as a candidate, sensitive, <br />or special status species in local or regional <br />plans, policies, or regulations, or by the <br />California Department of Fish and Game or <br />U.S. Fish and Wildlife Service? <br />b. Have a substantial adverse effect on any <br />X <br />2, 7 <br />riparian habitat or other sensitive natural <br />community identified in local or regional <br />plans, policies, regulations or by the California <br />Department of Fish and Game or US Fish and <br />Wildlife Service? <br />�. Have a substantial adverse effect on federally <br />X <br />2, 7 <br />protected wetlands as defined by Section 404 <br />of the Clean Water Act (including, but not <br />limited to, marsh, vernal pool, coastal, etc.) <br />through direct removal, filling, hydrological <br />interruption, or other means? <br />d. Interfere substantially with the movement of an <br />X <br />2,17 <br />resident or migratory fish or wildlife species or <br />with established native resident or migratory <br />wildlife corridors, or impede the use of native <br />wildlife nursery sites? <br />e. Conflict with the provisions of an adopted <br />X <br />2,7 <br />Habitat Conservation Plan, Natural <br />Community Conservation Plan or other <br />approved local, regional, or state habitat <br />conservationplan? <br />EXPLANATION: The 7,000 square -foot project site is currently vacant, but may have been developed with a single-family home <br />in the 1950s. It is surrounded by parcels that have been developed for at least thirty years. A few citrus trees and ruderal weeds <br />represent on -site plant habitats. There are no known rare, threatened, or endangered plant or animal species anticipated on -site. <br />Development of the site would probably remove existing vegetation. The City does not have an adopted tree ordinance, nor a <br />conservation plan. Therefore, development of the project site is anticipated to result in no impact to biological resources. <br />I <br />7. MINERAL RESOURCES. Would theproject: <br />1.
