POTENTIALLY
ISSUES
POTENTIALLY
SIGNIFICANT
LESS THAN
NO
SIGNIFICANT
UNLESS
SIGNIFICANT
IMPACT
SOURCES
ISSUES
MITIGATION
IMPACT
INCORPORATED
il. PUBLIC SERVICES. Would the project result in substantial adverse physical impacts associated with the provision of
new or physically altered governmental facilities, need for new or physically altered governmental facilities, the construction
of which could cause significant environmental impacts, in order to maintain acceptable service ratios, response times or
other performance objectives for any of the public services:
a. Fireprotection?
X
2
b. Policeprotection?
X
2
C. Schools?
X
2
d. Parks?
X
2
e. Other public facilities?
X
2
EXPLANATION: The project site is currently vacant. Given the size of the parcel, any subsequent development of the site as a
result of this project (re -zone) is anticipated to have less than significant public service impacts related to fire and police protection
and parks. Because local school districts are operating at or near capacity, the potential development of the site with a residential
use could impact the schools. Future proposals for residential develop of this site shall be required to pay the state -mandated school
fee in existence at the time of development. Therefore, potential impacts to schools are anticipated to be less than significant.
12. UTILITIES AND SERVICE SYSTEMS. Would the ro'ect:
a. Exceed wastewater treatment requirements of
X
2
the applicable Regional Water Quality Control
Board?
b. Require or result in the construction of new
X
2
water or wastewater treatment facilities or
expansion of existing facilities, the construction
of which could cause significant
environmental effects?
% Require or result in the construction of new
X
2
storm water drainage facilities or expansion of
existing facilities, the construction of which
could cause significant environmental effects?
d. Have sufficient water supplies available to
X
2
serve the project from existing entitlements and
resources, or are new or expanded entitlements
needed?
e. Result in a determination by the wastewater
X
2
treatment provider which serves or may serve
the project that it has adequate capacity to serve
the project's projected demand in addition to the
provider's existing commitments?
f. Be served by a landfill with sufficient permitted
X
2
capacity to accommodate the project's solid
waste disposal needs?
a Comply with federal, state, and local statutes
X
2
and regulations related to solid waste?
h.. Comply with federal, state, and local statutes
X
2
and regulations related to discharge of storm
waters?
EXPLANATION: Sanitary sewer is provided by the East Bay Municipal Utility District. All new development would be
connected to sewer service. Given the small size of the site and the existence of developed properties around the project site, staff
does not anticipate significant impacts related to sewer capacity or water supply. If a residential development was y*dded to the site,
conditions would be added to the development requiring the residents to comply with all statutes and regulations related to solid
= ;te. The project area is served by a local private solid waste collector with adequate landfill capacity. Therefore, potential
ities and services system impacts are anticipated to be less than significant.
555 Estudillo - Initial Study Checklist g December 2001
(Form rev. 11/06/00) ; 3
