CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: April 11, 2002 <br />TO: John Jermanis, City Manager <br />BY: Gayle Petersen, City Clerk <br />SUBJECT PROJECTIPROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL wo <br />John ermanis <br />City, ager (Joss) <br />Matter of discussion regarding method to conduct run-off election, should one be <br />necessary, following the November 5, 2002 General Municipal Election. <br />SUMMARY AND RECOMMENDATION <br />The City Council is requested to review the various methods and costs of conducting a <br />run-off election and give direction to the City Clerk to bring back the necessary <br />resolutions and ordinances for formal City Council consideration. <br />BACKGROUND <br />METHOD OF CONDUCTING ELECTION: <br />Under current law there are two methods by which the election could be conducted. The <br />first method is by all -mail ballot and the second by precinct balloting. <br />Mail Ballot <br />An all -mail ballot election conducted by the Alameda County Registrar's Office <br />would entail postage costs and minimal personnel costs to verify signatures as the <br />ballots are returned. Once the actual Election Day arrives, the ballots received on <br />Election Day will be verified and need only be run through a computer which will <br />read the results. Determining election results should only take a couple hours <br />after the close of polls (8 p.m.). <br />The City Clerk could conduct an all -mail ballot election with the assistance of a <br />consultant to prepare, print and mail ballots, and to provide election night tallying <br />services. <br />In <br />
