Precinct Balloting <br />The other alternative is to have a "stand alone" election conducted by the City <br />Clerk whereby precincts are established and poll workers are hired. To conduct <br />such an election would require that a consultant be retained to train election <br />officers, prepare/program ballots, prepare and mail sample ballots, prepare and <br />mail absentee ballots, provide election day materials (voting booths, voting <br />machines) and election night tallying services. <br />TIMING OF RUN OFF ELECTION <br />The Alameda County Registrar's Office would be able to conduct a mail ballot run-off <br />election only for the City of San Leandro if it were to set it for no sooner than 60 days <br />following the November 5, 2002 General Municipal Election. <br />New Council Members could be seated no earlier than the week of January 13 or at the <br />next regularly scheduled meeting of Tuesday, January 21, 2003 (due to holiday on <br />Monday, Jan. 20, 2003). Currently, the Mayor and Council Members in Districts 1, 3, and <br />5 have terms that expire in June 2002. Their terms would be extended until new Council <br />Members are seated in January or February. <br />Following are a couple of scenarios regarding proposed timeframes: <br />A. Conduct Run-off Election by All -Mail Ballot in 60 days <br />Run-off Election to be conducted by the Alameda County Registrar of Voters 60 <br />days following the November 5, 2002 General Municipal Election. This choice <br />would result in the following proposed dates: <br />November 5, 2002 plus 60 days = Saturday, January 4, 2003 <br />Proposed Election Date: Tuesday, January 7, 2003 <br />Certified Results available by: Friday, January 10, 2003 <br />(Ballots would be mailed no earlier than December 9 and no later than December <br />28, 2002) <br />Pros: This is the earliest that an election could be held following the November <br />5, 2002 election, and it would allow all new Council Members to be seated in <br />January 2003. <br />Cons: Run-off ballots would be mailed during the holiday season and could <br />possibly be subjected to delays due to mixture with holiday mail. <br />2 <br />la 2 <br />
