I appreciate the opportunity to comment on the <br />recommendations. Hopefully, full discussion of the issues will ensure that <br />any changes in election procedures are done appropriately. <br />The Task Force has made two major recommendations. The first is that all <br />future special Council elections be conducted by "mail ballot" utilizing a <br />preferential voting system. The second recommendation is that the March <br />nominating election for the City of Oakland be eliminated and that future <br />municipal elections be consolidated with the November General Election <br />utilizing a system of preferential voting. I would like to address each of <br />these recommendations separately. <br />1. PREFERENTIAL "MAIL BALLOT" ELECTIONS TO FILL COUNCIL <br />VACANCIES. <br />There are no laws, regulations or rules in the State of California detailing the <br />procedures for conducting preferential elections. From a legal perspective, <br />the Registrar of Voters cannot conduct preferential elections until such time <br />as there are State laws that establish and regulate this type of election. <br />From a technical and administrative perspective, the Registrar of Voters <br />could conduct this type of election after acquisition and installation of a new <br />fully electronic touchscreen voting system.
