"No voting system, in whole or in <br />part, shall be used unless It has recehred the approval of the Secretary of State, <br />prior to any election at which it Is to be first used." As of this date, our office has <br />not received an application for certification of any voting system, including the <br />system used in San Francisco, to conduct an IRV election. <br />2.
