CITY OF SAN LEANDRO STAFF REPORT DATE: June 3, 2002 TO: FROM: John Jermanis, City Manager APPROVED AND FORWARDED TO CITY COUNCIL �U John J rmanis City ager Hanson Hom, Community Development Director SUBJECT PROJECT/PROJECT DESCRIPTION: Discussion of City Council Meeting Minutes of May 6, 2002 Regarding General Plan Policies and Actions Pertaining to Schools SUMMARY AND RECOMMENDATION The City Council questioned on May 20, 2002, the accuracy of the minutes regarding amendments to General Plan action statements on joint city/school district facilities planning and a possible ' future bond measure. Staff has reviewed the City Council minutes, recorded tapes, and verbatim transcript (Attachment A) for the meeting of May 6, 2002. Staff believes that the adopted revisions to the General Plan as stated in the meeting minutes (Attachment B) accurately represent the City Council action, but suggests a correction to Action 46.02A as follows (additions underlined): "New Facility Planning Support efforts by both school districts to develop new facilities and/or expand existing, facilities in response to increases in enrollment. Provide the necessary assistance in project planning and permitting for future projects, particularly if a new school site is proposed The City and School Districts will work together to conduct joint planning activities to meet anticipated needs. " Staff recommends that the City Council correct the minutes of the May 6 meeting with the above revision and any other technical or clarifying corrections, as deemed appropriate, to reflect the Council action of May 6. Resolution No. 2002-64 adopting the General Plan will be revised accordingly. If substantive changes are proposed to the General Plan beyond these corrections, then the City Council should direct staff to process a General Plan amendment for these additional changes. /(0e
