General Plan Revisions c_ _._,., 6, 2002 2 June 3, 2002 <br />BACKGROUND <br />On May 6, 2002, the City Council certified the Environmental Impact Report and <br />adopted the General Plan, with various revisions as recommended by the Planning <br />Commission. Additional revisions were included to respond to Councilmembers' <br />comments and to respond to recent comments from the San Leandro Unified School <br />District. <br />On May 20, 2002, the City Council reviewed its minutes from the previous meeting and <br />requested clarification on revisions relating to policies and action statements pertaining to <br />joint city/school efforts on facilities planning and possible future bond measures (Actions <br />46.01A and 46.02A). <br />DISCUSSION <br />Staff has carefully reviewed the tapes of the meeting and believe that the minutes <br />accurately reflect the action of the City Council with the exception of the suggested <br />correction to Action 46.02A. Discussion on this action statement centered on the need <br />for the City to become more involved in planning for the future expansion needs of the <br />school districts, particularly if additional new school sites are proposed since such <br />proposals would have larger land use implications. It was noted, however, that the City <br />has limited jurisdiction over the actions of the school districts. Discussion occurred on <br />whether the word "will" or "should" is the appropriate word in the third sentence of the <br />statement. The Council decided to keep the word "will." This sentence was suggested <br />by staff and accepted by the City Council to replace previous wording that focused on <br />identifying possible new school sites. The revised wording is broader in scope and <br />emphasizes the need to work together to meet future school needs. <br />The recommended corrections to Action 46.02A reflect Councilmember Nardine's <br />statement that this action should be expanded to also refer to existing facilities, and <br />incorporate Councilmembers' comments that the City should participate in planning <br />efforts if a new school site is proposed. <br />Action 46.01A, "Future Bond Measures," was a suggested addition to respond to recent <br />comments from the San Leandro School District regarding a possible future joint bond <br />measure. The language as adopted in the minutes was reviewed and accepted by the City <br />Council after it was clarified that the action does not indicate City Council endorsement <br />of a future bond measure. Rather, the statement supports investigating the feasibility of <br />such a financing method to fund joint use projects. <br />Current City Council Policy <br />Not applicable <br />Previous City Council Action(s) <br />The General Plan was adopted on May 6, 2002. <br />I(G <br />
