ATTACHMENT A <br />SCHOOL ISSUES VERBATIM TRANSCRIPT <br />May 6, 2002 <br />San Leandro City Council <br />Surlene Grant: Also, I have concerns about ... maybe I missed this earlier, I don't <br />know. The additional submission from the School District, and on <br />page 279 of our staff report is what the School District has <br />proposed, and it took me a while, but I found the attachment from <br />the staff. Because there are two attachments, one's in here — I don't <br />know if you all are aware of that. So, I found the attachment from <br />the staff on page 328 of our report, and if I'm interpreting this right <br />to all of you on staff, the concerns that the School District raised <br />on page ... our page 279, you all have converted it to this language <br />on page 328. Okay, for everyone, I really have problems with <br />some of these arrange- ... amendments, or changes. <br />First of all, the language of any bond measure developed for City <br />School District and City School Joint Use Projects coordinated. I <br />can appreciate the spirit of this, but ... there may be a time where <br />we, as an elected official, or as a body of City Council elected <br />officials, may not be in favor, or want to support a school bond <br />issue. And therefore, you know, I ... I'd like this just to refer to <br />Joint City School Issues, and not just any bond, but a bond for a <br />joint ... an agreed -upon Joint City project. Thank you. So, that's <br />one of my concerns. <br />And 46.02-a, the new facility planning, again, the language where <br />it says, "identify possible future school sites consistent with zoning <br />requirements." Okay, I mean, I guess I'm going to become real <br />transparent here. It's not secret that I have problems with some of <br />the things that are happening with our schools right now, and our <br />school leadership. And I think that this particular language, where <br />I sit right now, in May 2002, puts the onus on us to identify school <br />sites, and help build them out of some particularly tight situations <br />they're in right now. And I don't want our General Plan to <br />mandate that we take that kind of responsibility. <br />Likewise, on future bond measures, again, the language of prior to <br />any bond measure. So, I am ... I really reacted to what the School <br />District proposed, but since you edited that, I'll just save my <br />comments to those I just made. <br />Mayor Young: Mr. Loeffler? <br />Garry Loeffler: I ...
