The additional submission from the School District, and on page 279 of our staff report is what the School District has proposed, and it took me a while, but I found the attachment from the staff. Because there are two attachments, one's in here — I don't know if you all are aware of that. So, I found the attachment from the staff on page 328 of our report, and if I'm interpreting this right to all of you on staff, the concerns that the School District raised on page ... our page 279, you all have converted it to this language on page 328. Okay, for everyone, I really have problems with some of these arrange- ... amendments, or changes. First of all, the language of any bond measure developed for City School District and City School Joint Use Projects coordinated. I can appreciate the spirit of this, but ... there may be a time where we, as an elected official, or as a body of City Council elected officials, may not be in favor, or want to support a school bond issue. And therefore, you know, I ... I'd like this just to refer to Joint City School Issues, and not just any bond, but a bond for a joint ... an agreed -upon Joint City project. Thank you. So, that's one of my concerns. And 46.02-a, the new facility planning, again, the language where it says, "identify possible future school sites consistent with zoning requirements." Okay, I mean, I guess I'm going to become real transparent here. It's not secret that I have problems with some of the things that are happening with our schools right now, and our school leadership. And I think that this particular language, where I sit right now, in May 2002, puts the onus on us to identify school sites, and help build them out of some particularly tight situations they're in right now. And I don't want our General Plan to mandate that we take that kind of responsibility. Likewise, on future bond measures, again, the language of prior to any bond measure. So, I am ...
