down the road for clarification. I ... I am more cognizant today
that the future of this city is very dependent in the fact that we have
got to work together among our agencies to make the most
efficient use of what land we have left, and the fiscal resources that
the public give us to use. And, I do think that the City shares a
responsibility in land use related to school space, because we
construe school space to be recreation space in this community. In
other words, we make the assumption if you build a school, that's
going to be additional play space for the residents in the
community. So, there's a serious need, I think, for the City to have
a shared responsibility.
As to the funding measures, that is, to me, something we all need
to sit down and talk about. We know that there are some
challenges out there. When you talk about a middle school that
may cost $15 million, or an elementary school that may cost $10
million, obviously the School District's got to come up with the
funding, but maybe the City has a role in the land to serve in that
space. I'm going to start with Mr.
Glaze. Was yours directed ... [both talk at once]
Surlene Grant: [both talk at once] ... Clarify.
Mayor Young: Point -counterpoint?
Surlene Grant: I don't want to do point -counterpoint.
Mayor Young: No, no, no. That's why.
Surlene Grant: I'm not in disagreement that we need to look at all our resources,
and do some joint use stuff. The ... the General Plan that's been
presented to us, that all this came from, addresses just that. It
encourages joint use; it encourages ... it just doesn't use as bond
language, and make us what ... you know, responsible for so
much.
Mayor Young: Mr. Vice Mayor.
Vice Mayor Glaze: Yeah, I ... the one thing that I do want to make a point on, is on
the new facility planning and the site, I think the City should be the
integral pivot point on it. Because I think the problem that we've
had in the past is that one is ... we don't use all of our resources to
