properly plan where school sites should be. Many times, it's vacant <br />land, available property, or such. It would be unique for this City <br />to properly plan, based on noise ratios, traffic, you know, based on <br />all the needs around the school, and actually start to pinpoint where <br />the best sites are. We can do it for fire stations; we can do it for <br />schools. And that's probably the proper planning to do it, is if we <br />get the necessary information from the School District, and we <br />take a look, because we are the land use people, is we should be <br />the ones to start identifying where would be the proper spots for <br />school sites and such. <br />And I just want to say it, because there are some neighboring cities <br />where the School District is out purchasing land, the cheapest spots <br />that they can, using ... use of Eminent Domain. And there is an <br />uproar from the community of where those sites are, and they're <br />going to their respective City Councils, objecting to the land use of <br />where some of these sites are, with traffic, major thoroughfare, <br />intersections nearby, that they look at as possible hazards for <br />students. So, I think it's incumbent for ourselves as the land use <br />people in the city to make those suggestions as to what are the best <br />choices within the city. <br />Mayor Young: Okay, Glenda, and then Tony. Sorry, Miss Nardine. <br />Glenda Nardine: Okay, thank you. Just on Surlene's point, because I have a couple <br />of other points that I haven't addressed yet, but I've been trying to <br />wait in line. For the school districts, I agree with what Surlene is <br />saying here. The language that I feel that should be added to this is, <br />"the support efforts by school districts to develop existing or new <br />facilities in response to their increased enrollment." Mainly <br />because there is a school that they're using right now that could be <br />renovated back, which is Madison School, to be an elementary <br />school, that could be used, and if they need assistance in doing that <br />for relocation of administrative offices, so we could open up that <br />elementary school. So, then, I think that the existing schools we <br />have, we should look about supporting their efforts. <br />Also, with what Bob's saying, as far as traffic goes, if it comes to a <br />point of dropping more portables at school districts, or adding <br />second floors to the school districts, the impact that that would <br />have on the neighborhoods and the surrounding areas that we <br />should have some type of input. If there is no impact, then that <br />would be an alternative, as opposed to looking at floating a bond <br />for a new school. So, I think the language in here needs to be <br />improved, as far as our role when it comes to the new facility <br />planning. <br />
