"OB" Badger: If they wish to build a school, can we stop them? <br />Mayor Young: No. <br />"OB." Badger: How do we control them? <br />Mayor Young: Okay, well the City Attorney just made that statement. So, I have <br />a tend- ... because we pay her, I believe her. Does anybody else <br />wish to weigh in with this, and what change ... do we want to stick <br />with the comments that Barry made? Do we want to change the <br />language, make it stronger, if there is such a thing? Can you think <br />of a way to make it stronger, but trying not to tread on their legal <br />rights? <br />Barry: Well, you certainly can go back to using the word "will," instead <br />of the word "should" there. <br />Mayor Young: That's fine with me — it's still a planning document. So, I we want <br />to ... So, what if we make the change that Barry suggested, and <br />use the word "will," instead of "should." Bob, you and your <br />"shoulds." We should have never listened to you on this "should" <br />thing. So, what about that? Read it with that ... I'm sorry. Read it <br />back with using the word "will," instead of "should." <br />Barry: Okay. I'm going to read the whole thing. "Support efforts by both <br />School Districts to develop new facilities in response to increases <br />in enrollment. Provide the necessary assistance in project planning <br />and permitting for future projects. The City and School Districts <br />will work together to conduct joint planning activities to meet <br />anticipated needs." <br />Mayor Young: Does anybody object to that? [pause] Good. Sounds like a plan. A <br />General Plan, of course. It is ... sorry. I'm just trying to lighten it <br />up. It's a quarter of ten. Okay, so that's settled for this section. <br />Surlene Grant: No. <br />Mayor Young: No, it's all right. So, we're going to go now to the next section, <br />which is 46.06-a. Recognizing that 46.01-a is not in the document <br />at all. We just changed 02; now, what do we want to do with 06? <br />Surlene Grant: 06, I .. , I take exception to just the language of any bond measure, <br />because... <br />Mayor Young: Which part of that are we looking at? <br />
