Garry Loeffler: I just want to reiterate to my colleagues, the model I'm borrowing <br />from is Pleasanton, which we hold up as a "successful <br />community," which has high -performing schools. And it's because <br />the cornerstone is the joint effort between the two agencies. They <br />have no hidden secrets, as best I can figure out. All planning <br />information is shared, and the public is totally aware, because they <br />work from the same sheet of music. So, I tend to advocate for <br />being an expectation in our community, versus going back to our <br />past practices, which was to go off to separate roads at different <br />times, in terms of our decisions. <br />Mayor Young: Thank you. Mr. Santos? <br />Tony Santos: Yes, I personally concur with Garry, only because of history and <br />the history in which I was involved. I recall coming onto the City <br />Council in 1984, and during the summer of '84, presented with the <br />closure of Pacific High School. My colleague Bob was sitting in <br />the same seat in which he's sitting now at that very time. We had <br />basically no control over what happened at that site, and that <br />happened with the other schools that I mentioned previously. And <br />we need some kind of wording within this document, which would <br />reverse that past trend, where we work ... and I like the term <br />"will," along with what Garry says, because it forces both bodies <br />to work together in solving some very major issues. <br />You know, the reverse is happening in 1992 than what happened in <br />'84. In '84, we were closing school sites. Now, in '92, they are <br />asking us to find a school site. <br />[inaudible]: [inaudible — said that the year is 2002, not 1992] <br />Tony Santos: 2002. I'm sorry. Lost track. 2002. Now, they're asking us the <br />reverse of what happened just 18 years ago. And this is a dilemma. <br />Therefore, the Council, community and the School District must <br />do it together — we just must. <br />[Mayor Young]: I appreciate your pleading for "must," but I also heard the City <br />Attorney say that we had no control. Mr. Badger? <br />"OB" Badger: Well, that was the point I was going to make. I ... I want to work <br />with the School Board as much as I can, I really do, having had the <br />experience of working with the schools. But I keep hearing the <br />word "control." I asked a couple of questions before: if they to <br />close a school, can we stop them? <br />Mayor Young: No. <br />7 <br />
