ADMINISTRATIVE REVIEW DRAFT <br />Policies and Actions <br />(Action 53.03-A, continued...) <br />Implementation Strategies <br />ensure that some of the multi family units are specifically set aside for very low income <br />households. <br />Action 53.03 B: Redevelopment Area Inclusionary Housing Policy <br />Require developers of residential projects within San Leandro's redevelopment areas to <br />set aside at least 15 percent of all new units as affordable housing. Pursuant to State law, <br />at least 40 percent of these affordable units should be set aside for very low income <br />households. <br />This requirement is consistent with State law for redevelopment project areas. A higher <br />percentage of affordable units are required for projects that receive financial assistance <br />from the redevelopment agency. <br />Action 53.03-C. In -Lieu Fees for Affordable Housing <br />Establish an official City policy on the payment of in -lieu fees as an alternative to meeting <br />the City or Redevelopment Project Area inclusionary housing requirements on -site. While <br />the City encourages inclusionary units to be provided on -site, this may not be feasible in <br />all instances (for instance, when the project contains fewer than 10 units). Formal <br />criteria or f ndings for allowing in -lieu fees should be established and a consistent <br />formula or method for determining the fees should be developed. <br />Policy 53.04 SITE ASSEMBLY IN REDEVELOPMENT AREAS • Business Development <br />Actively work with willing property owners to assemble Programs <br />underutilized parcels within redevelopment project areas to <br />create more viable sites for future housing development. <br />Policy 53.05 NEW RENTAL HOUSING • Development Review <br />Strongly encourage the development of additional rental . Housing Programs <br />housing in the City, including both market rate units and <br />affordable units. <br />Action 53.05 A: ABHOWand Fuller Gardens <br />Facilitate the completion of the following affordable housing projects before June 30, <br />2006: <br />• The 60-unit American Baptist Homes of the West (ABH099 very low income senior <br />housing development. <br />• The 16-unit Fuller Gardens very low income housing development for <br />developmentally disabled households. <br />Cityfunding has been committed to both of these projects.
