ADMINISTRATIVE REVIEW DRAFT <br />Policies and Actions <br />Implementation Strategies <br />Policy 56.11 REDUCING HOUSEHOLD ENERGY COSTS <br />Pursuant to General Plan Policy 28.03 (Energy Retrofits), • Energy -Efficiency <br />promote weatherization, energy -efficient appliances, and Programs <br />other measures that reduce household energy costs and <br />thereby provide more disposable income for shelter. <br />Action 56.11 A: Energy Efficiency Programs <br />Encourage the participation of local residents in programs designed to reduce household <br />energy costs, particularly home weatherization programs and utility tax exemptions <br />geared toward lower income households. Coordinate with PG&E to inform lower <br />income households about potential ways to reduce home energy costs. <br />Policy 56.12 REBUILDING DAMAGED STRUCTURES <br />Maintain zoning provisions which allow residential structures • Zoning Code <br />exceeding the currently allowable density to be rebuilt to <br />their previous size in the event that they are destroyed by fire, <br />earthquake, or other calamity. <br />The above policies and actions are further supported by the following actions appearing elsewhere <br />in the General Plan: <br />• Policy 1.01 (Land Use Element): "Support the on -going conservation, maintenance and upgrading of <br />the City's housing inventory." <br />• Policy 2.07 (Land Use Element): "Discourage "teardowns" (the replacement of smaller dwellings <br />with larger and more expensive homes) where the existing home is in good physical condition and the <br />proposed home would be substantially larger than the prevailing scale of the neighborhood." <br />• Action 1.04-C (Land Use Element) calling for programs to ensure that landlords are held accountable <br />for the appearance and maintenance of rental properties. <br />• Action 29.02-A (Environmental Hazards) assisting homeowners with earthquake retrofits by <br />providing low -interest loans, a tool -lending library, and do-it-yourself classes. <br />HOUSING ELEMENT 6-18 SAN LEANDRO GENERAL PLAN <br />Sao <br />
