ADMINISTRATIVE REVIEW DRAFT <br />Policies and Actions <br />Implementation Strategies <br />Action 56.07-A: Mobile Home Park Rehabilitation <br />Undertake a mobile home park rehabilitation, safety, and affordability preservation <br />program. To the extent allowed by state laws governing mobile homes, the program <br />should beauty one or more San Leandro mobile home parks and should be structured to <br />avoid the dislocation of —or creation of economic hardships for —mobile home park <br />occupants. The program would entail onetime loans or grants to mobile home park <br />owners to undertake improvements such as signage, landscaping, and the <br />undergrounding of natural gas lines. <br />(See also Land Use Element Action 1.02-C. Pursue a variety of strategies and programs <br />to upgrade the appearance of Mobile 'home parks without displacing owners and <br />tenants) - <br />Action 56.07-B: Mobile Home Grant Program <br />Continue local financial support for the Mobile Home Grant Program, which provides <br />$1, 500 grants to very low income mobile home owners for mobile home rehabilitation. <br />Explore the feasibility of expanding this program in conjunction with Action E3 (above) <br />to enable more substantial upgrades to mobile homes. <br />Policy 56.08 CONDOMINIUM CONVERSION <br />Allow apartments to be converted to condominiums or • Condominium <br />cooperatives only where the following conditions exist: Conversion Ordinance <br />• a tenant relocation plan is provided. • Development Review <br />• the design of the building is appropriate for a wide range • Zoning Code <br />of residents. <br />• obsolete or inappropriately designed aspects of the <br />building can be replaced or raised to current standards. <br />Discourage conversions which would result in a net loss of <br />affordable units or the displacement of low income tenants. <br />Policy 56.09 EFFICIENT USE OF THE HOUSING STOCK <br />Support programs that encourage the more efficient use of • Program Development <br />existing single family homes, for instance, roommate <br />matching and shared housing programs. <br />Action 56.09 A: Shared Housing Program <br />Explore a roommate matching or shared housing program aimed at seniors living alone. <br />In the event the City is unable to sponsor such a program, participate in the existing <br />shared housing program run by ECHO Housing which serves seniors and others in <br />Alameda County. <br />Policy 56.10 GRANDFATIIERED SECOND UNITS <br />Continue to recognize second units established prior to the • Development Review <br />adoption of the 1961 zoning code as legal dwelling units. • Zoning Code <br />HOUSING ELEMENT 6-17 SAN LEANDRO GENERAL �ot 9 <br />
