This report is for information only, and no action is required. The Council will review and discuss primary housing policy issues that have been addressed to date with the Housing Element Ad Hoc Advisory Committee and will review the proposed summer activity schedule. Staff anticipates submitting the preliminary Draft Housing Element to the State of California Housing and Community Development (HCD) Department for its mandated review upon conclusion of the proposed public outreach effort in mid - August. SUMMARY AND RECOMMENDATION The Housing Element Advisory Committee began its work on the Update effort in October 2001 and has been meeting regularly since that time. As part of the work program, staff held a preliminary meeting in October 2001 with State HCD staff to receive early input on the proposed process, conduct a citywide tour to show where new housing is proposed to be accommodated by the General Plan, and to clarify a variety of housing concerns that are required to be addressed by State law. The Housing Element Advisory Committee concluded its review and discussion of the draft goals, policies and actions on June 25, 2002. This work concludes the policy development and refinement process and staff has compiled a preliminary Draft Housing Element that has been circulated for review. Staff recommends that the Council provide comments on any of the housing policies and actions that are contained in the Draft Housing Element. S2
