This report is for <br />information only, and no action is required. The Council will review and discuss <br />primary housing policy issues that have been addressed to date with the Housing <br />Element Ad Hoc Advisory Committee and will review the proposed summer activity <br />schedule. Staff anticipates submitting the preliminary Draft Housing Element to the <br />State of California Housing and Community Development (HCD) Department for <br />its mandated review upon conclusion of the proposed public outreach effort in mid - <br />August. <br />SUMMARY AND RECOMMENDATION <br />The Housing Element Advisory Committee began its work on the Update effort in <br />October 2001 and has been meeting regularly since that time. As part of the work <br />program, staff held a preliminary meeting in October 2001 with State HCD staff to <br />receive early input on the proposed process, conduct a citywide tour to show where <br />new housing is proposed to be accommodated by the General Plan, and to clarify a <br />variety of housing concerns that are required to be addressed by State law. <br />The Housing Element Advisory Committee concluded its review and discussion of <br />the draft goals, policies and actions on June 25, 2002. This work concludes the <br />policy development and refinement process and staff has compiled a preliminary <br />Draft Housing Element that has been circulated for review. Staff recommends that <br />the Council provide comments on any of the housing policies and actions that are <br />contained in the Draft Housing Element. <br />S2 <br />
