Housing Element Update 2

<br />BACKGROUND
<br />The General Plan Update recently concluded with City Council adoption of the
<br />General Plan in May 2002. The Housing Element Update has been on a parallel
<br />process, which began in late-2001 and represents the final State -mandated Element
<br />that will be included in the new General Plan.
<br />MAJOR ISSUES
<br />The Advisory Committee has been addressing a wide range of issues, as required by
<br />State law. One of the first exercises that staff conducted for the Committee was to
<br />review San Leandro's Fair Share Housing Production allotment that is determined
<br />by the State and distributed by the Association of Bay Area Governments. San
<br />Leandro is expected to produce a total of 870 housing units by the end of 2006. The
<br />total amount of low-income and very low-income units is about 300 units. This total
<br />is reduced by 76 units, which includes the ABHOW Senior Housing (60 units) and
<br />the Fuller Lodge II (16 units) projects. Table 1 shows the Fair Share Housing
<br />Production numbers for all jurisdictions in Alameda County.
