ADMINISTRATIVE REVIEW DRAFT <br />The Housing Element Advisory Committee met monthly between October 2001 and July 2002. <br />Committee members developed housing policies and action programs and provided guidance on key <br />housing issues throughout this process. The Committee was convened again after the Plan was reviewed <br />by HCD to provide input in the revision of the document. <br />In August 2002, the City convened a community meeting to obtain additional input on the Housing <br />Element. Notices of the meeting were mailed to the 300 persons on the General Plan mailing list, <br />including all of the City's homeowners associations and housing advocacy groups. Key Housing Element <br />proposals were included in the meeting notice to generate a high level of interest and ensure good <br />attendance. Press releases for the meeting were distributed to the local media to further encourage <br />community participation. Additionally, the City placed the Draft Housing Element on its website to <br />solicit public comment. <br />Prior to the conveyance of the Element to HCD, the Planning Commission and City Council each held <br />public hearings on the Working Draft of the Element. This provided another opportunityfor public input, <br />and for Commission and Council feedback on the preliminary Element. Following HCD's review of the <br />document and subsequent revisions, the Planning Commission conducted public hearings on the Draft <br />Element in _ and _, 2002. These hearings were widely publicized and noticed. The City Council <br />conducted public hearings in _ and , 2002. The document was adopted on , 2002.2 <br />Organization of the Element <br />Following this introduction, the Housing Element contains the following chapters: <br />• A review of the prior (1989) Element, including an analysis of the City's progress toward achieving <br />its adopted goals and objectives, and an appraisal of its housing policies. <br />• A Needs Assessment, which analyzes socio-economic conditions, housing conditions, population <br />projections, and market trends to determine the City's current and future housing needs. <br />• An Adequate Sites Analysis, which identifies potential sites where new housing may be constructed. <br />• A Constraints Analysis, which addresses governmental constraints to housing development such as <br />zoning and fees, and non -governmental constraints, such as the high cost of land. <br />• Goals, Policies, and Actions, designed to address the City's housing needs, reduce housing <br />constraints, and create a positive environment for affordable housing production and conservation. <br />This section includes quantified objectives that may be used to measure the City's progress. <br />• A Five -Year Implementation Plan, which summarizes local housing programs and establishes a <br />timeline and responsible party for carrying out Housing Element actions. <br />Italicized text represents tasks that have yet to take place.
