While average income has risen in the past four years, the cost of living has also increased and <br />housing expenses remain a challenge for many of these households. The 1990 Census reported that 4.9 <br />percent of San Leandro's households were below the United States poverty level. Some 35 percent of <br />these households were headed by senior citizens living alone. Another 13 percent were female -headed <br />households with children. In 1989, the last year for which census data is available, 5.5 percent of the <br />City's households received public assistance and 33.3 percent received social security income. <br />Today, 35 to 40 percent of San Leandro's households are estimated to meet the US Department <br />Department of Housing and Urban Development (HUD) definition of "low" or "very low" income. The <br />dollar amounts that define these categories are updated annually by the state of California. The amounts <br />vary depending on the number of persons per household, since different sized households have different <br />spending needs. The following categories are used: <br />• "Very Low Income" households earn less than 50 % of the areawide median. <br />• "Low Income" households earn between 50 and 80 % of the areawide median. <br />• "Moderate Income" households earn between 80 and 120 % of the areawide median. <br />• "Above Moderate Income" households earn more than 120 % of the areawide median. <br />Table 3-7 shows the income ranges for Alameda County effective in 2001. A family of four earning less <br />than $53,850 a year would be considered "low income."
