ADMINISTRATIVE REVIEW DRAFT <br />City's market -rate rental apartments, as well as for -sale homes built with subsidies or income restrictions. <br />Some market -rate condominiums and townhomes also may qualify as moderate income units. <br />"Low" and "very low" income units typically require some form of subsidy and are rented (or sold) at a <br />lower rate than what the open market would bear. Although some market -rate apartments may be <br />"affordable" to low income households, most require more than 30 percent of the household's income or <br />are too small to meet the household's needs. Low income units are typically targeted to working families, <br />including households with two working adults and one or more dependent children. Very low income <br />units are typically targeted to persons with special needs, such as the elderly, disabled, or single working <br />mothers with children.
