Although some market -rate apartments may be <br />"affordable" to low income households, most require more than 30 percent of the household's income or <br />are too small to meet the household's needs. Low income units are typically targeted to working families, <br />including households with two working adults and one or more dependent children. Very low income <br />units are typically targeted to persons with special needs, such as the elderly, disabled, or single working <br />mothers with children.
