ADMINISTRATIVE REVIEW DRAFT <br />Vacant Residentially -Zoned Land <br />There are 28.9 acres of vacant, uncommitted, residentially -zoned land in the City, with the capacity for <br />245 housing units. This total includes 40 sites, ranging from 0.11 to 3.7 acres. <br />Table 4-2 provides a summary of the characteristics of these sites. A complete list is included in <br />Appendix A. The list includes 14 high density sites, 3 medium density sites, and 23 low density sites (11 <br />of which are vacant infill lots with the potential for one house each). <br />These sites have the potential for 143 multi -family units, 19 duplex units, and 83 single family homes. <br />Two of the sites (one single family and one multi -family), with a combined potential of 41 units, are <br />located within the Joint City -County Redevelopment Area. The others are outside Redevelopment Area <br />boundaries. <br />All of the sites in this category could conceivably be developed within the next three years. They are <br />well -served by roads and infrastructure. The multi -family sites are all flat and unconstrained. All but <br />four of the single family sites are flat and unconstrained.5 <br />Vacant Commercially Zoned Land Where Housing is Conditionally Permitted <br />The San Leandro General Plan designates several older commercial districts as opportunity areas for new <br />housing. These areas are designated as "Mixed Use" on the General Plan Land Use Map and include the <br />East 14'h Street Corridor, Washington Avenue between Downtown and San Leandro Boulevard, and parts <br />of MacArthur Boulevard. Most of these areas are zoned Community Commercial (CC). Multi -family <br />housing is a conditionally permitted use in this zone. <br />The inventory identified 21 housing opportunity sites in this category (see Table 4-2). The sites total 13.6 <br />acres and have an estimated potential of 329 units. Nineteen of the sites are located within redevelopment <br />project areas. Fourteen of the sites are located on East 140' Street, three are located on MacArthur <br />Boulevard, two are located on Washington Avenue, and two are in the Downtown area. Several of the <br />sites are being advertised for sale at this time. <br />The 21 sites have excellent short-term potential for affordable housing. All of the sites are flat, have <br />street frontage, and are served by utilities. The only real constraint is the competing demand to use these <br />sites for commercial activities. Incentives to make residential development a more attractive option are <br />now being considered on the East 10 corridor as part of a draft development strategy to be completed in <br />late 2002. These incentives might include zoning changes which make housing a permitted use, rather <br />than a conditional use. <br />Some of the 21 sites have been proposed for residential development before. These include the Evergreen <br />Nursery at 1057 MacArthur Boulevard. The most recent proposal —for 11 housing units with retail <br />frontage along MacArthur —was withdrawn in late 2001. Future submittals for this site are likely. <br />5 The four potentially constrained sites are on steep slopes in the Bay-0- Vista neighborhood. One of these is <br />adjacent to the site of a 1998 landslide.
