The high cost of rehabilitation (and the high asking price for the property itseog have hampered attempts to <br />acquire and refurbish the building. <br />Vacant Land Where a Zoning Change Would be Required <br />There are two sites in this category, both'in the vicinity of the Downtown BART Station. The sites total <br />15 acres and have the potential for 320 housing units. Both sites are in the Plaza Redevelopment Project <br />Area, making a strong affordable housing component likely. <br />The first site is the 2.2-acre BART parking lot on the east side of the BART Station at San Leandro <br />Boulevard and West Juana Avenue. The site is zoned PS (Public/Semi-Public). A recent revitalization <br />study prepared jointly by the City and BART suggested that the parking be relocated to a new four -level <br />structure on the west side of the station. The study recommended that the vacated surface lot be <br />redeveloped with up to 200 units of housing (90 units per acre). For the purposes of this analysis, 80 <br />units of housing have been assumed. This is equivalent to a density of 36 units per acre, which is <br />consistent with the General Plan and Zoning Code.
