CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: September 3, 2002 <br />TO: John Jermanis, City Manager <br />APPROVED AND FORWARDED <br />TO CITY COUNCIL <br />Ve <br />rmanis <br />ager <br />FROM: Hanson Hom, Community Development Director <br />BY: Debbie Pollart, Planner III 61 <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />MATTER OF PLN2002-00031; REZONE FROM IG INDUSTRIAL GENERAL DISTRICT TO <br />IG-PD INDUSTRIAL GENERAL -PLANNED DEVELOPMENT OVERLAY DISTRICT; <br />PLANNED DEVELOPMENT, MASTER SIGN PROGRAM, MITIGATED NEGATIVE <br />DECLARATION, AND TENTATIVE TRACT MAP 7382; TO CONSTRUCT A PROPOSED <br />NEW INDUSTRIAL BUSINESS PARK ON AN APPROXIMATELY 21 ACRE SITE <br />PROPOSED TO BE SUBDIVIDED INTO NINE PARCELS RANGING IN SIZE FROM 0.98 <br />ACRE TO 6.58 ACRES (FORMER HOHENER PROPERTY); LOCATED AT 2500 DAVIS <br />STREET; APN 79A-515-2-8; BAYSIDE PARTNERS BCLP, AND MCMAHON <br />DEVELOPMENT GROUP LLC (APPLICANT, DEVELOPER AND PROPERTY OWNER). <br />The Applicant proposes to redevelop the former Hohener meatpacking site with a new industrial <br />business park to be entitled the Bayside Business Center. The project site comprises <br />approximately 21+*acres and is proposed to be subdivided into nine (9) parcels, ranging in size <br />from 0.98 acres to 6.58 acres. Parcels A-G will be developed with speculative industrial <br />buildings, ranging in size from 15,600 square feet to 58,700 square feet, for a total of 311,100 <br />square feet of development for the site. A new FedEx Ground parcel processing facility is <br />proposed for Parcel H, the largest of the parcels. Parcel I would be comprised of the private <br />ingress/egress road that would serve the business park, and an existing wetlands mitigation area, <br />located west of the proposed FedEx Ground Facility. The subject property is in the West San <br />Leandro/MacArthur Boulevard Redevelopment Area. Discretionary review required for this <br />application includes a Tentative Subdivision Map; Rezone from IG to IG-PD Overlay District; <br />Planned Development; and a Master Sign Program. <br />SUMMARY AND RECOMMENDATION <br />At a special Planning Commission meeting date of July 30, 2002, after hearing public testimony, the <br />Planning Commission voted to close the public hearing. After discussion amongst the <br />Commissioners (two absent from the meeting), the Commission voted to forward the project to the <br />City Council without a recommendation for approval on the four actions items, which included: <br />
