2500 Davis Street 2 September 3, 2002 <br />PLN2002-00031 <br />adoption of the Mitigated Negative Declaration and Mitigation Monitoring Program; rezone of the <br />property from IG to IG-PD; approval of a Planned Development; and approval of a Tentative <br />Subdivision Tract Map. This action by the Planning Commission was made at the request of the <br />applicant, who did not want to have the item continued to another Planning Commission for further <br />discussion. <br />The concerns expressed by the Commission focused mainly on the funding and timing for proposed <br />improvements to the Davis/Doolittle intersection. Some of the Commissioners were not comfortable <br />with approving a project that would likely be partially built and occupied at least two years prior to <br />the completion of certain proposed roadways improvements. In the interim, staff has worked with <br />the applicant and is proposing amendments to the proposed conditions of approval that address the <br />Planning Commission's concerns. These amendments are discussed further in the staff report under <br />Board/Commission Findings. The minutes from the July 30, 2002 Planning Commission meeting <br />are included as an attachment. <br />Recommendation: Staff recommends that the City Council take the following actions for <br />approval of the proposed project: <br />A. Adopt a Mitigated Negative Declaration and associated Mitigation Monitoring <br />Program that provides mitigation measures required for the project to avoid <br />significant effects on the environment. <br />B. Rezone the property from IG Industrial General District to IG-PD, Industrial <br />General Planned Development Overlay District. <br />C. Approve a Planned Development to develop a new industrial business park, <br />subject to recommended findings and conditions of approval. <br />D. Approve Tentative Tract Map 7382 to create nine (9) total lots (8 lots for <br />development with a single industrial building each and 1 lot comprised of the <br />private access road and wetlands mitigation area), subject to recommended <br />findings and conditions of approval. <br />E. Direct staff to create and return to City Council for review and approval of a <br />Traffic Impact Fee Area, which is to be established for funding of certain roadway <br />improvements. <br />BACKGROUND <br />• The former Hohener meatpacking business ceased operation in 1991. The project site had <br />been used for approximately sixty (60) years as a slaughterhouse, including the raising of <br />cattle on -site and feed grain production. The project site has remained undeveloped during <br />the interim, although certain uses (including storage of tires associated with the recycling <br />activities occurring at the adjacent transfer station) have been allowed on -site. <br />
