Line <br />items shown on the SCO report are shown as italicized line numbers within parenthesis (SCO Line #) at the end of applicable <br />HCD-C line items comprising Expenditures and Other Uses. <br />Transfers -out to other internal funds: Report the specific use of any transferred funds on applicable HCD-C lines 4a.-k. For <br />example, transfers from the Housing Fund to the Debt Service Fund for the repayment of debt should be reported on the <br />applicable item comprising Line 4c. Any transfers out of the Agency (for example: the transfer of excess surplus funds to a <br />county Housing Authority) should be reported in line 4j(3). <br />Other Uses: Non-GAAP (Generally Accepted Accounting Principles) recording of expenditures such as land purchases for <br />certain agencies using the Land Held for Resale method to record land purchases should be reported on HCD-C Line 4a(1). <br />Money spent on loans from the Housing Fund should be included in lines 4b., 4f., 4g. and 4h. as appropriate. <br />The statutory cite pertaining to Community Redevelopment Law lc provided for preparers to review to determine the <br />appropriateness of Low and Moderate Income Housing Fund (LMIHF) expenditures and other uses. HCD does not <br />represent that line items identifying any expenditures and other uses are allowable.
