City of San Leandro Redevelopment Agency <br />Blight Progress Report <br />The City of San Leandro Redevelopment Agency expended a total of $3,499,760 <br />in Fiscal Year 1999-00 to alleviate blight in its three project areas. The actions taken <br />include property acquisition, entering into Disposition and Development and Owner <br />Participation Agreements, funding a facade improvement program, funding neighborhood <br />graffiti and trash cleanups, facilitating the undergrounding of utility lines, conducting <br />planning studies, and submitting applications for grants as detailed below. <br />Economic Development — City <br />• Awning, Sign and Paint Program: Initiated fifteen and completed fifteen fagade <br />improvements through the Awing, Sign and Paint Program. <br />• New Redevelopment Area Established: Completed formation of the West San <br />Leandro/MacArthur Boulevard Redevelopment Project Area. <br />• Disposition and Development Agreements: Approved three (3) Disposition and <br />Development Agreements. <br />• Owner Participation Agreements: Approved five (5) Owner Participation <br />Agreements. <br />• Planning Studies: Initiated Phase II planning for the Central San Leandro BART <br />Strategic Plan; the MacArthur Boulevard Streetscape Master Plan and the BART <br />Shuttle Feasibility Study. <br />• Graffiti Abatement and Cleanup: Funded graffiti abatement program and funded <br />neighborhood cleanup events. <br />Housing - City <br />During Fiscal Year 1999-00, the Redevelopment Agency has accomplished the following: <br />• First -Time Homebuyer Program: Approved 14 loans to low- and moderate -income <br />homebuyers. <br />• First -Time Homebuyer Seminars: Sponsored five educational seminars for <br />homebuyers. <br />• Single -Family Housing Rehabilitation Program: Assisted a non-profit developer <br />with a grant for handicapped accessibility at a safe house (2-units, 20 women and <br />children). <br />
