City Engineer, <br />1 <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />POLICY REGARDING SUBSTANDARD RESIDENTIAL DRIVEWAYS ON <br />ROADWAY RECONSTRUCTION STREETS <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council support the proposed policy regarding <br />substandard driveways on roadway reconstruction streets. <br />At the December 18, 2000 City Council meeting, the full City Council referred to <br />the Council Adhoc Committee the issue of substandard driveways on residential <br />streets where City -financed roadway reconstruction work is taking place. The <br />specific concerns related to the reconstruction of various streets in the City during <br />the past few years and the subsequent complaint of some property owners that <br />with the street reconstruction, access through their existing driveways has become <br />a problem for vehicles with low ground clearance. <br />Having reviewed all the facts, the Committee developed the attached policy that <br />stipulates that the City shall be responsible for half the cost of replacing <br />substandard driveways as determined by the City Engineer. The policy also <br />mandates that the property owners be given notice of impending street <br />reconstruction and potential impacts of the proposed work. At the time of the <br />notice, the property owner will have the option of having the substandard <br />driveway replaced at half the replacement cost. <br />BACKGROUND <br />Numerous driveways in the City were built by developers in the 1940s and 1950s <br />to the prevailing standard at the time. Typically, these construction standards <br />resulted in a height differential of up to 8" between the official street grade and <br />L k{3 <br />
