City Engineer, 1 SUBJECT PROJECT/PROJECT DESCRIPTION: POLICY REGARDING SUBSTANDARD RESIDENTIAL DRIVEWAYS ON ROADWAY RECONSTRUCTION STREETS SUMMARY AND RECOMMENDATION Staff recommends that the City Council support the proposed policy regarding substandard driveways on roadway reconstruction streets. At the December 18, 2000 City Council meeting, the full City Council referred to the Council Adhoc Committee the issue of substandard driveways on residential streets where City -financed roadway reconstruction work is taking place. The specific concerns related to the reconstruction of various streets in the City during the past few years and the subsequent complaint of some property owners that with the street reconstruction, access through their existing driveways has become a problem for vehicles with low ground clearance. Having reviewed all the facts, the Committee developed the attached policy that stipulates that the City shall be responsible for half the cost of replacing substandard driveways as determined by the City Engineer. The policy also mandates that the property owners be given notice of impending street reconstruction and potential impacts of the proposed work. At the time of the notice, the property owner will have the option of having the substandard driveway replaced at half the replacement cost. BACKGROUND Numerous driveways in the City were built by developers in the 1940s and 1950s to the prevailing standard at the time.
