Preda Street Homes
Mitigated Negative Declaration
January2001
H. Eight of the 9 study intersections would operate acceptably under all scenarios, with
the intersection of Davis Street/Carpentier Street operating at LOS F in all scenarios.
A signal is warranted at this intersection under the "Existing plus Approved plus
Project plus Cumulative" scenario. The Davis Street westbound I-880 northbound on -
ramp queue is expected to reach 63 vehicles, while the on -ramp capacity is
approximately 37 vehicles. The internal circulation of the site is adequate with one
exception. Potential impacts related to transportation impacts can be mitigated as long
as mitigation identified by staff is implemented prior to Final Map approval and as
deemed necessary. The mitigation measures are conditions of approval.
I. The passive park space proposed within the development does not meet the park lands
requirement as established by the City's Subdivision Ordinance. Potential impacts related to
park lands can be mitigated as long as mitigation identified by staff is implemented prior to
Final Map approval. The mitigation measures are conditions of approval.
J. The City's Sanitary Sewer System City Study and Master Plan (1995) identified
capacity deficiencies in existing sewers in Preda Street and Davis Street. In addition,
due to the site's location adjacent to San Leandro Creek, storm water discharge
impacts could occur if the on -site system is not properly developed. Potential impacts
related to wastewater and storm drain discharge can be mitigated as long as mitigation
identified by staff is implemented prior to Final Map approval. The mitigation measures are
conditions of approval.
K. There is no evidence of historical or archaeological resources within the project area.
Potential impacts to unknown resources can be adequately mitigated as long as mitigation
identified by staff is implemented during the construction phase for future site -specific
developments. The mitigation measures are conditions of approval.
III.
