Preda Street Homes <br />Mitigated Negative Declaration <br />January2001 <br />H. Eight of the 9 study intersections would operate acceptably under all scenarios, with <br />the intersection of Davis Street/Carpentier Street operating at LOS F in all scenarios. <br />A signal is warranted at this intersection under the "Existing plus Approved plus <br />Project plus Cumulative" scenario. The Davis Street westbound I-880 northbound on - <br />ramp queue is expected to reach 63 vehicles, while the on -ramp capacity is <br />approximately 37 vehicles. The internal circulation of the site is adequate with one <br />exception. Potential impacts related to transportation impacts can be mitigated as long <br />as mitigation identified by staff is implemented prior to Final Map approval and as <br />deemed necessary. The mitigation measures are conditions of approval. <br />I. The passive park space proposed within the development does not meet the park lands <br />requirement as established by the City's Subdivision Ordinance. Potential impacts related to <br />park lands can be mitigated as long as mitigation identified by staff is implemented prior to <br />Final Map approval. The mitigation measures are conditions of approval. <br />J. The City's Sanitary Sewer System City Study and Master Plan (1995) identified <br />capacity deficiencies in existing sewers in Preda Street and Davis Street. In addition, <br />due to the site's location adjacent to San Leandro Creek, storm water discharge <br />impacts could occur if the on -site system is not properly developed. Potential impacts <br />related to wastewater and storm drain discharge can be mitigated as long as mitigation <br />identified by staff is implemented prior to Final Map approval. The mitigation measures are <br />conditions of approval. <br />K. There is no evidence of historical or archaeological resources within the project area. <br />Potential impacts to unknown resources can be adequately mitigated as long as mitigation <br />identified by staff is implemented during the construction phase for future site -specific <br />developments.
