Preda Street Homes <br />Mitigated Negative Declaration <br />January 2001 <br />C. The project area is located within the seismically -active Bay Area, therefore it is likely <br />that during the lifetime of future residences constructed on the project site, they will be <br />subject to seismic shaking and other earthquake -induced effects. San Leandro Creek <br />acts as the northern site boundary, and development within its proximity could result <br />in erosion of soils. The preliminary geotechnical report indicates that the site has a low <br />to moderate potential for liquefaction; a moderate to high potential for expansive soils; <br />and a low potential for differential compaction. Potential impacts related to soils stability <br />and erosion can be adequately mitigated as long as mitigation identified by staff is <br />implemented prior to Final Map approval and issuance of grading permits. The mitigation <br />measures are conditions of approval. <br />D. Given the existing on -site soils, the type of development proposed, and due to the fact <br />that San Leandro Creek forms the northern project boundary, it can be anticipated that <br />implementation of the proposed project may result in potentially significant impacts <br />related to water quality, groundwater, drainage patterns, and increased run-off. <br />Potential impacts related to hydrology and water quality can be adequately mitigated as <br />long as mitigation identified by staff is measuresd prior to Final Mp areconditions of appr ovalproval and <br />issuance of grading permits. The mitigation <br />E. Dependant upon recommendations contained in the Final Remediation Action Program <br />that is required for removal of on -site contaminated soils, the number of on -site trees <br />proposed for removal could significantly increase, affecting both the creek bank stability, <br />and the general aesthetics of the site. In addition, a raptor's nest that is located within an <br />on -site tree could, if utilized, be affected by ,proposed grading activities and/or by the <br />possible removal of the tree. Potential impacts related to biological resources can be <br />adequately mitigated as long as mitigation identified by staff is implemented prior to <br />approval of the Final Map and prior to issuance of grading permits. The mitigation <br />measures are conditions of approval. <br />F. The project site has been utilized for the last 50+ years for a variety of light industrial uses. <br />A draft Remediation Action Plan (RAP) and analysis of on -site contaminants has been <br />prepared for the project site, which indicates that removal of some on -site soils will be <br />required. Potential impacts related to hazardous materials in relation to proposed residential <br />development on the project sites can be adequately mitigated as long as mitigation <br />identified by staff is implemented prior to approval of the Final Map and prior to issuance <br />of grading permits. The mitigation measures are conditions of approval. <br />G. The project area has both the elevated BART tracks and the Union Pacific railroad tracks <br />located within close proximity. The existing noise environment for the property is within <br />the maximum decibel level described in the General Plan as generally acceptable for <br />residential development. However, single event noise sources (i.e. passage of diesel trains) <br />exceed the maximum generally acceptable decibel level. Potential impacts related to noise <br />exposure can be adequately mitigated as long as mitigation identified by staff is <br />implemented prior to approval of the Final Map and prior to issuance of occupancy <br />permits.
