Zoning Work Session 5 <br />June 11, 2001 <br />• "Performance Standards" will be established for late night/early morning truck/loading <br />activity: <br />■ Those uses conducting loading and shipping activity between the hours of 10:00 <br />p.m. and 7:00 a.m. "shall avoid generating extraneous noise" (e. g. shouting, load <br />music etc.) <br />Failure to comply can be enforced on a complaint basis, through a hearing before <br />the Site Development Sub -Commission, and continual violations can ultimately <br />lead to a citation and enforcement as a code violation. <br />V. Expansion of Review Process to Address Quality of Existing Site Features (e.g. Fencing, <br />Screening, and Landscaping) <br />➢ The proposed "Site Plan Approval" process would evaluate larger industrial projects for <br />compliance with minimum landscaping and other zoning standards. The industrial <br />projects proposed to be subject to Site Plan Review are listed below. <br />• Development of new structures greater in size than 5,000 sq. ft. <br />• Additions, or partial demolitions with reconstruction, resulting in a net enlargement to <br />the existing structure that will be greater in size than both: 5,000 sq. ft. and 10% of <br />the gross floor area of the existing development. <br />• Major structural upgrades that can extend the economic viability of existing structures <br />and sites that are non -conforming to the development standards of this code, as <br />determined by the Zoning Enforcement Official. Such structural upgrades include, <br />but are not limited to: the extensive demolition and reconstruction of exterior walls; <br />or the relocation of a significant portion of the building's structural interior walls. <br />Structural upgrades that are excluded: Mandatory safety upgrades, such as: <br />compliance with disabled access, building and fire code requirements; minor cosmetic <br />fagade upgrades, such as awnings and. window replacement; maintenance upgrades, <br />such as roof repair and replacement; relocation of demising walls; and general repair <br />of damaged structures as allowed by Section 4-2008.A, are not subject to Site Plan <br />Review. <br />• The creation of, or addition to, any substantial outdoor storage area or truck loading <br />bays that would be visible from off -site. <br />Any site modification involving the addition of a newly paved area(s) in excess of <br />5,000 sq. ft.
