Attachment F <br />SAN J,9 <br />do CITY OF SAN LEANDRO <br />' DEPARTMENT OF DEVELOPMENT SERVICES <br />Planning Division <br />PaRR�^ry <br />ZONING CODE AMENDMENTS/CITY of SAN LEANDRO <br />ADDENDUM to INITIAL STUDY <br />and <br />DETERMINATION of CONSISTENCY with <br />NEGATIVE DECLARATION <br />June 21, 2001 <br />The following discussion outlines the two major changes that have been made to the "project", as modified <br />from the January 2001 initial study ("Attachment A — expanded Project Description) by the Planning <br />Commission's final recommendation to the City Council made at its May 24, 2001 hearing. <br />t I. Residential Zoning Districts (Article 5) <br />Establishment of requirements for discretionary review of certain types of sinp_le family <br />construction <br />The January 2001 proposal was to have a process of "Site Plan Review" to assure certain types of new <br />homes and additions would be compatible with neighborhood context. This process was to be the same <br />for all single-family districts throughout the City. <br />Based largely on public input received at the Commission's first hearing, the project has been modified <br />to create a set of regulations unique to the City's hillside areas. In order to prevent new construction <br />from "substantially blocking" the view enjoyed by existing residents, the flowing regulations are now <br />proposed within a distinct geographical area. The project now includes a proposed zoning map <br />amendment to create the Residential Single -Family — View Preservation (RS-VP) sub -district, <br />with the following regulations: <br />Height limits reduced to single story, with a corresponding limit measured in feet (with a process for <br />approval of exceptions also proposed) <br />Discretionary review of all new additions and all new homes, with an expanded notification for <br />larger projects that would have a greater possible for blocking views within a neighborhood. <br />The revised proposal reduces the potential for additional construction, and would provide for greater <br />discretionary review, thus equaling and/or reducing development potential from both the City's existing <br />regulations and the initial January 2001 project.
