Industrial Zoning Districts (Article 7) <br />i Revised use regulations for certain warehouse and freight forwarding uses <br />The January 2001 proposal was to amend the current zoning regulations so that all storage warehouse <br />and freight forwarding uses that are now "permitted" (i.e. without use permit review) where to be <br />conditionally permitted, requiring use permit review. <br />Based largely on public input received at the Commission's first hearing, the project has been modified <br />to create two new use classifications, "Warehouse — Storage Facilities" and "Parcel Processing and <br />Shipping Centers" The Commission has recommended that in most cases, these uses are beneficial to <br />the industrial area, and discretionary review is not needed. So as with the current regulations, these uses <br />would remain "permitted" in most cases. To allow discretionary review in cases where over <br />concentration and/or impacts form new construction should be evaluated, the following is now <br />proposed: New buildings and larger additions for the "Storage Facilities" use would require use permit <br />review, and such larger projects for the "Parcel Processing and Shipping Facilities would require <br />administrative Review. <br />The revised proposal reduces would provide for greater discretionary review, thus equaling and/or <br />reducing development potential from the City's existing regulations. This is a beneficial aspect of the <br />current proposal. <br />DETERMINATION of CONSISTENCY with <br />NEGATIVE DECLARATION <br />Adoption of the previously prepared negative Declaration is recommended. Neither the major <br />changes outline above, or the numerous minor changes recommended by the Planning <br />Commission, alter the project's possible effect on the environment, and the staff's finding that the <br />project will not significant affect the environment, as made in the Initial Study and Draft Negative <br />Declaration dated January 25, 2001. <br />
