Thompson (Property Owners). <br />SUMMARY AND RECOMMENDATION <br />Westco Community Builders, the applicant, proposes to develop the subject site with a new 18- <br />unit residential neighborhood consisting of a mix of 16 two-story, single-family homes and two <br />townhomes. This proposal will result in the conversion of underutilized land into new residential <br />homes. <br />The Planning Commission and staff recommend that the City Council take the following actions <br />for approval of the proposed project: <br />A. Adopt a Mitigated Negative Declaration and associated Mitigation Monitoring <br />Program that provides mitigation measures required for the project to avoid <br />significant effects on the environment. <br />B. Rezone the property from IP Industrial Park District to RS(PD) Residential Single <br />Family, Planned Development Overlay District. <br />C. Approve a Planned Development to develop a new single-family residential <br />neighborhood subject to recommended findings and conditions of approval. <br />D. Approve the Vesting Tentative Map to create 18 single-family lots and a public <br />street subject to recommended findings and conditions of approval. <br />
