PLN2000-00049, 50 and 51 2 09/17/01 <br />BACKGROUND <br />The subject property consists of three parcels totaling 2.57 acres bounded by Halcyon Drive and <br />the Halcyon -Foothill neighborhood on the south, Kraft Foods to the west and north and a 2.41- <br />acre parcel developed with a single-family home to the east. On the other side of the parcel to <br />the east is a continuation of the Halcyon -Foothill single-family neighborhood. The subject parcel <br />is accessed from Halcyon Drive. <br />The subject property is approximately 255 feet wide and 442 feet deep. It is currently developed <br />with four residential units, built in 1925 and the mid-1950s. In addition to the current residential <br />uses, the properties were historically utilized for commercial uses. From at least the early 1950s <br />through the recent past, portions of the site have been used for commercial nursery purposes. In <br />the late 1960s, the northern portions of the site were used for an extermination company, <br />automobile repair facility and a nursery. Today, only the residential structures are still used; the <br />greenhouse and the other commercial out -buildings were abandoned years ago. <br />The area is in a Redevelopment Area and the proposed residential project is required to provide <br />affordable housing. <br />The development will be a 18-unit, residential subdivision consisting of 16 two-story, single- <br />family homes and two detached townhomes. The homes will be built in a Mediterranean style <br />and are well detailed and articulated. The 16 traditional single-family homes generally meet the <br />Zoning Code requirements in terms of lot size and setbacks. All of the lots are at least 50 feet <br />wide and have at least 15 feet of backyard setback, and in some cases almost three times the <br />required rear setback. Eight of the lots meet the minimum lot size of 5,000 square -feet; of the <br />remaining eight lots, three are at least 4,800 square feet in size, and five are between 4,350 and <br />4,450 square feet in area. <br />The townhomes will be located in the northwest corner of the property and will share a common <br />driveway. These lots range in size from 2,400 square feet to approximately 2,600 square feet in <br />area and provide the required affordable housing for the site. The townhomes are similar to the <br />Westco townhomes built along San Leandro Boulevard and Santa Rosa Street in that they appear <br />to be attached, but actually have separate walls and therefore are single-family homes. <br />The development will not have a homeowners association; therefore, the street and street <br />landscaping will be maintained by the City. <br />Current City Council Policy <br />Not applicable <br />Previous City Council Action <br />Not applicable <br />a <br />
