CALIFORNIA DEPARTMENT OF FISH AND GA'.'dIE <br />• ' CERTIFICATE OF FEE EXEMPTION <br />De Minimis Impact Finding <br />Project Title/Location Name and Address of Project Proponent (include county): PLN2000- <br />00049, 50 and 51; to rezone from IP Industrial Park District to RS (PD) Residential Single - <br />Family Planned Development Overlay District; and planned development and vesting tentative <br />map to construct 18 single-family homes; B. Evans, Westco Community Builders, Assessor Parcel <br />Numbers 77C-1240-3-3, 3-5 and 4-0 (2.57-acre site on Halcyon Drive east of Kraft Foods), San <br />Leandro, California, 94578; Alameda County. <br />Project Description: The proposed project includes development of 18 single-family homes. Two <br />of the homes will be townhomes, while the others will be standard single-family homes. The 2.57- <br />acre project site would be rezoned from IP Industrial Park District, to RS(PD) Residential Single - <br />Family, Planned Development Overlay District in order to facilitate this development. The three <br />existing parcels will be subdivided into a total of 18 parcels, ranging in size from approximately <br />3,000 square feet to 6,000 square feet in size. The homes will range in size from Home size would <br />be approximately 1,344 square feet per townhome and between 2,557 and 3,054 square feet per <br />standard single-family home. <br />Findings of Exemption: <br />1. The City Council approved the proposal to rezone the property from IP Industrial Park District, <br />to a Residential Single -Family base district and a planned development overlay district RS (PD) <br />and to construct 18 new single-family homes. <br />2. An initial study has been conducted to evaluate potential adverse environmental impacts. <br />The City Council finds and determines that, when considering the record as a whole, there is no <br />evidence before the City that the proposed project will have potential for an adverse effect on <br />the wildlife resources or the habitat on which wildlife depends. <br />4. The City Council, based on the substantial evidence incorporated on the initial study, negative <br />declaration, and staff reports, rebuts to presumption of adverse effect provided in Section <br />753.5(d) of Title 14, California Code of Regulations. <br />Certification: <br />I hereby certify that the lead agency has made the above findings of fact and that based upon <br />the initial study and hearing record the project will not individually or cumulatively have an adverse <br />effect on wildlife resources, as defined in Section 711.2 of the Fish and Game Code. <br />.CLERK'S CERTIFICATE OF POSTING.
